Local citations for an HVAC company are listings of the business name, address and phone number on directories, data aggregators and trade sites. The experts Whitespark surveys scored them down again for local pack ranking in its 2026 report, and into the top five for AI search visibility. Those are two different jobs.
Ranking-factor figures below come from Whitespark's published report, Google statements from Google's own help page, and tracking numbers from Sterling Sky's client reports. None of the three measures Google's algorithm.
What a citation is, and what Google's own page says it reads
A citation is a listing of your business name, address and phone number somewhere other than your own site. Google's Business Profile help page, as of September 2026, names three things behind local results: relevance, distance and prominence. It never names citations. Prominence, it says, is partly how many websites link to your business.
That gap is where most citation selling happens. Google rests prominence on links to your business and on reviews, and a directory profile is not automatically either. It does say businesses with complete and accurate information are likelier to show in local results, and that inaccurate information can keep a profile out of relevant searches.
The same page states there is no way to request or pay for a better local ranking. A citation package sold as a ranking purchase is selling something Google says is not for sale.
Why citations kept losing ground for the map pack
Citations have been sliding as a local pack factor for about ten years. Whitespark's Local Search Ranking Factors report, published November 6, 2025 as its 2026 edition, has 47 local search experts score 187 factors from 0 to 5. Its author writes that citations lost about half a percentage point this edition, continuing the downward trend from previous ones.
Read that for what it is. The report says plainly that none of the experts have special access to the internal workings of Google's local search algorithm. It is the considered read of 47 people who do this work daily, not a measurement.
The report's summary of what moved for 2026 points elsewhere: review signals and behavioural signals gained importance. For a Charlotte shop choosing where an hour goes, that is the better bet than a submission run.
What changed for 2026: three of the top five AI search factors
The 2026 edition added a scoring column for AI search visibility, and citation factors took three of its top five places. That is the reversal, and it arrives inside the same report that scored citations down for the map pack. Darren Shaw, the report's author, puts the split in one sentence.
"Citations as a local search strategy have been decreasing in importance for the past decade, but AI SEO is breathing new life into them."
The mechanism is not a ranking mechanism. An answer engine assembling a reply about heat pump repair in Charlotte needs third-party pages it can quote, and your own site is the page it discounts for being yours. A directory profile or a supply-house dealer locator is somebody else's page carrying your name and number.
So the unit of value changed. For the map pack the question was how many listings exist. For an answer engine it is whether the listings agree with each other, because a contradiction is a reason to leave your shop out of the answer.
Which listings are worth claiming, and in what order
Work in descending order of who reads the listing. The records an engine or a homeowner actually opens come first, claimed and accurate; the records that exist only to be counted come last, or not at all.
| Listing type | What it is | What the evidence supports | Where the work stops |
|---|---|---|---|
| Your Business Profile | Google's own record of the business | Google: complete, accurate information makes a business likelier to show locally | Claimed, complete, matching the website field for field |
| Other engines' business records | Bing's and Apple's separate listings | Nothing in these three documents; they ground their own stacks, not Google's | Claimed once, checked when hours or service area change |
| Large consumer directories | Pages a homeowner reads and an engine can quote | Three of the top five AI search visibility factors in Whitespark's 2026 report are citation factors | Accurate on the handful an engine is likely to reach for |
| Trade and local pages | Supply-house locators, chamber and trade-association listings | Prominence is partly how many websites link to your business | The ones that publish a real page with a working link |
| Bulk submission packages | Several hundred listings sold as a bundle | Whitespark 2026: citations down about half a percentage point for the local pack | A listing nobody opens is not supported by anything above |
One HVAC note on accuracy. If the profile and the directories describe the shop in furnace language while the Charlotte work is heat pumps, aux heat and dual fuel, the listings are consistent and still wrong for the market. Google judges relevance from the information you provide.
The AI local pack shows fewer shops, which raises the cost of a wrong detail
Sterling Sky's State of Local SEO, dated June 26, 2026, reports AI powered local packs on about 7% of the keywords it tracks, on mobile and in the United States only. Those packs showed 1 to 2 businesses rather than three, and across 322 markets, 88% carried fewer unique businesses than the traditional local pack.
Its rank-tracking counted 5,943 unique businesses in AI local packs against 18,330 in regular three-packs, about 32% as many. Those are Sterling Sky's own client reports and keyword mix rather than an industry census. The growing surface holds fewer names.
Fewer slots do not make citations a ranking lever. They raise the cost of a detail that disagrees with itself.
What to stop paying for, and what to do with the hour instead
Stop paying per listing. Nothing in Google's guidance, Whitespark's 2026 scoring or Sterling Sky's tracking supports volume: the AI finding is about citation factors, not citation counts.
What the same budget buys instead, in rough order: an audit of the listings that already exist, including ones a previous marketing company created; duplicate profiles merged or closed, because two records for one shop is a contradiction; one spelling of the name, one phone number and one service area written identically everywhere; and the review flow the 2026 report says gained weight.
Then stop. Citation work is a finite project with a maintenance tail of minutes per quarter, not a monthly line item that grows. An agency that cannot tell you when the work finishes is describing a subscription rather than a job.
What this looks like when it runs, and whose name is on the Business Profile
Whose name is on the Business Profile decides who keeps this work when the engagement ends. Mirastart creates and claims every listing in the shop's name, with the shop's own email on the account, so the profile, the verification and the citation history stay with the shop rather than with whoever built them.
The build is mostly one-time: one record of the name, number, service area and hours, pushed identically to the listings that matter, duplicates closed first. After that the job is noticing drift, usually a phone number or seasonal hours that changed in one place.
Those systems are built and running in Charlotte, and you can click them: the website for Carolina Sky Painting, a Charlotte home-services contractor, the online booking and repair-status software Quick Auto NC runs its bays on, the live-availability booking system behind this site's discovery-call page, and the Sushi Hana Club app in the App Store.
